Conduent Confirms Major Data Breach Impacting Over 10 Million People

BPO firm Conduent has verified a large-scale cybersecurity breach that compromised personal information of more than 10 million individuals. The company reported that a forensic investigation determined the intrusion began in October 2024, though it was only discovered in January 2025 after several state agencies, including the Wisconsin Child Support Trust Fund, experienced system disruptions.

Investigators found that cybercriminals had maintained unauthorized access to Conduent’s network for nearly three months. The stolen data included names, Social Security numbers, birth dates, medical records, and health insurance information.

Conduent stated that, while it initially found no signs of data misuse, the breach still poses significant risks of identity theft and potential financial fraud.

The company has already spent around US $25 million responding to the incident and continues to deal with potential legal and reputational consequences. Cybersecurity professionals suspect the attack was carried out by a ransomware organization.

In February 2025, a group known as SafePay claimed responsibility for the attack. They asserted that they had extracted 8.5 terabytes of data and threatened to publish or sell it unless Conduent met their demands.

The data leak affected multiple government and healthcare partners, including Blue Cross Blue Shield operations in Montana and Texas, as well as various state agencies.
